A Brief Summary of This Position:

This position provides direction, trains, organizes tasks, analyzes efficiency, and monitors team productivity and progress to ensure goals and Service Level Agreements are met with regards to onboarding, terminating, and granting appropriate user access to network, IT, Information Systems, and business applications globally.  The Manager, Identity and Access Management (IAM) will help their team reach goals by training, motivating, encouraging, inspiring and supervising/overseeing the team’s efforts.  This position requires highly experienced professionals to research, analyze, develop, design, implement, perform, instruct, monitor, and maintain IT Administration services, platforms, projects, and processes. The ability to develop, design, populate, maintain, and use databases and their information for IT Administration platforms is crucial to ensure information is accurate, complete, and secure.   The ability to analyze, develop, design, implement, perform, instruct, monitor, and maintain IT Policies, Procedures, and Processes is critical to ensuring the enterprise remains compliant with respect to Sarbanes-Oxley, internal and external audits, financial, and other security access control requirements.  This position provides other technical assistance and will be assigned other duties as assigned by the manager. The ability to clearly articulate verbal and written communication is imperative.  The nature of this position requires regular and frequent inside contact with company employees at all levels enterprise-wide as well as outside client representatives, vendors, and other business-related representatives.

Essential Functions:

  • This position reports to the Director, Information Systems and will have 3-5 direct reports.  
  • Proven leadership, business judgment, negotiation skills and customer relations with ability to operate independently but within team, division, operation, IT and business guidelines.
  • Define, develop, write, implement, review, and approve security access control administration guidelines, processes, and procedures and ensure the ethical administration of all security access control policies.
  • Train all team members and ensure their proficiency on all Access procedures.
  • Grant/Terminate user access to network, IT, Information Systems, and business applications globally.
  • Make decisions on handling sensitive hostile terminations.
  • Use, monitor, and maintain various systems such as Active Directory and Exchange.
  • Investigate, research and analyze security access control issues with auditors, IT management, HR.
  • Administer the Litigation Hold process.
  • Ensure Active Directory user and business applications accounts and access are created, maintained and deleted by authorized personnel and stay within IT Security processes and GRC compliance.
  • Administer all contractor network access enterprise-wide.
  • Research, analyze, develop, design, approve, implement, control, monitor, and maintain security and compliance policies, company procedures, and security access control and compliance specific technologies in order to protect the integrity, availability, ethical administration and confidentiality of all security access control policies and electronic information/data owned, controlled, or managed by the Company whether it be from intentional or accidental misuse.
  • Analyze efficiency, monitor team productivity, monitor team progress, and make necessary corrections to ensure team meets Service Level Agreements and goals.

Other Important Details about the Role:

  • Identify, define, develop, implement, and ensure the ethical administration of all security access control policies, processes and procedures; investigate possible security access control exceptions; Evaluate, design, manage, maintain and document security access control controls.
  • Process the most complex requests for login IDs, passwords, data access, application access, and e-mail/internet requests. This requires extensive knowledge of Active Directory user administration (i.e. client/server security administration), mobile communication administration, and Exchange Server email administration. 
  • Provide leadership during the technical design phase of technology projects to ensure customer security access control needs are met through efficient and effective solutions in relationship to operational costs, usability, and maintainability.
  • Develop security access control safeguards to be included in development of new business and infrastructure systems; provide input into proposed security access control architecture designs and ensure current security access control architecture is followed and enhanced.
  • This position is responsible for the on-boarding, granting, or taking away access and terminating employees and contractors in various company owned systems.
  • Properly assess, collaborate with HR, and carry out sensitive and difficult terminations.   
  • Report violations (internal and external sources) to Global IT Management and participate in activities such as investigating and resolving internal and external security access control incidents, excess individual access authorities, and distributed security responsibilities. 
  • Professionally stay abreast of industry trends, threats, risks and controls. Identify and evaluate security access control products to enhance current productivity and effectiveness. Make recommendations to department management based on evaluation and assessment.
  • Consult and participate on company-wide projects where security access control needs are identified, review project proposal and design documents for security access control inclusion.
  • Work closely with key corporate areas (Legal, Security, Human Resources, Audit, and Compliance) to develop and maintain a proactive company-wide security access control presence.
  • Develop auditing and reporting for primary security access control.
  • Knowledge of the systems operating within the Valmont Enterprise. At a minimum, extensive proficiency must be demonstrated with Active Directory and Exchange specifically in creation and deletion of user accounts, Groups, Distribution Lists, and OUs.  A minimum or intermediate experience with Outlook, Office, Excel and business ERPs is an unconditional requirement to effectively communicate and assist end users.
  • Skills that supplement the above skills like a thorough knowledge of PCs and hardware. General knowledge of networking and printing is needed to aid in triage and to ensure proper escalation.  A+ training or certification is desirable.

Required Qualifications of Every Candidate:

•       Preferred Bachelors with 3+ years of relevant experience or Associates Degree with 5+ years of relevant experience or 7+ years of relevant experience.

  • 7+ years minimum experience using Active Directory.
  • 7+ years minimum year experience using Microsoft Exchange.
  • Highly collaborative, able to drive large diverse teams across the world through influence and collaboration.
  • Intermediate to advanced computer skills.
  • Intermediate to advanced experience with Microsoft Office Suite and Microsoft Outlook Email Client.
  • Excellent interpersonal skills, with the ability to build a strong level of partnership at all levels of the organization.
  • Proven leadership, business judgment, negotiation skills and customer relations with ability to operate independently but within team, division, operation, IT and business guidelines.

  • Ability to evaluate, document, and take action to ensure all access to systems and platforms meet security access control and compliance policies.
  • Ability to identify, evaluate, and recommend new technology to support security access control and compliance policy and strategy at the enterprise level.
  • Ability to identify, compile, summarize, draft, and report the need for new/modified security access control and compliance strategies and policies.
  • Experience using remote desktop tools.
  • General knowledge of desktop/laptop hardware setup and configuration.
  • Solid understanding of government regulations such as security access control, compliance, privacy, audit reporting, etc.

Highly Qualified Candidates Will Also Possess These Qualifications:

  • Master’s degree.
  • Bachelor’s degree in Computer Science, Information Management, Information Technology, Engineering or technical-related field
  • CISSP (Certified Information Systems Security Professional) certification (or other management-approved certification).
  • Microsoft certification for either MOUS or MCSE products.
  • General knowledge of networking.
  • Advanced working knowledge of company security access control and compliance policies, strategies and architecture.
  • Advanced working knowledge of company used software and hardware for current security access control and compliance program, such as network security access control and access control technologies.
  • Extensive knowledge in researching, analyzing, developing, implementing, and maintaining IT security access processes, security access control and compliance systems operations, systems analysis and design, and project management tools and techniques.
  • In-depth knowledge of security access control policy development and implementation across the enterprise.
